Per Ryle on vv. 13-15, "No wonder that the great majority of the Church of Christ have always seen in this passage, a strong, though indirect, argument in favor of infant baptism."
Interesting argument, but I would contend that interpreting these verses as ultimately regarding children, and not those with childlike faith, would be inconsistent with 18:1-6 where the emphasis is clearly on childlike faith.
