Although I have seen the movie beforehand I am still not sure the role Plutarch plays, why does he, someone from the Capitol support a revolution, he is in a relatively good position, is this pity? How many people think like him in the Capitol?

Side note: I am also really intrigued by Mags games, how did someone as kind as her even survive
