It took 75% of the book before it finally picked up

Is the whole mystery just a man missing on his land while he friends don't care? I feel like the story is treading water. It doesn't feel so serious or interesting.

The last book was so good I couldn't put it down. This one...not so much. Guess I'm not into the spy goverment shadow things

I know it was 40 years ago but everyone is too chill (expect the victim) about man committing violence against a woman in a fit of angry. Even if it was slap the fact that man slapped a woman in the world place is a huge deal.
