It was hard to tell in the b/w illustration from volume 1, but in the cover illustration Hikari is pretty clearly wearing Edea Piano skates (and, like I mentioned before, JW Pattern 99 Revolution blades). It's interesting she chooses to wear black - I assumed they were just covers.

Ok so this explains why they went with a 1F+1A+SEQ instead of a 1A+1Lo+C.
That's not the rules as I know them but I'll give the author the benefit of the doubt that Japanese domestic requirements are probably different from Canadian ones.
