Thesis: SCOTUS is functioning as intended (ironic given Hx of judicial review) so it is focus of partisan attacks.
I'd rephrase as SCOTUS functions best because it is an elitist institution run by competent mandarins who remain shielded from the modern incentives most pols face.
She also ordered the 3-3-3 theory which is defensible but only partially responds to partisan challenges to SCOTUS.
