I guess I am confused by why it is important to keep together the coalition that allowed for the passing of a policy? I get that entrenchment is necessary, but once a policy is passed, how difficult is it to just keep it running??

i feel like this book often makes me ask more questions then answers. For example, if including industry in EU ETS increases credit costs, why does the protrading group not advocate against free allowances or includsion of CITE sectors???
