That is a term exclusively for story writing that is meant to hint at a CHARACTER being queer while never letting the audience know one way or the other. It's a manipulation tactic in FICTION. Actual real life people can't do that by definition. People are messy and don't always know and more importantly THEY DON'T OWE YOU THAT INFORMATION.
