Because in the book, the people are putting bans on Animals, animals who have human behaviors, and Elphaba is wanting to lift up those bans and let the Animals be themselves. But Madame Morrible and all sorts of people are telling her to just let it go. They are trying to silence her from standing up for the Animals.
