If it is Noah, he was in an institution, wouldn’t his prints be in the system??

Okay I’m starting to think there is something wrong with his eyes and it’s odd that no one is suggesting that. Noah cut out this father’s eyes, the Outcast painted over his victims eyes, the unsub is always wearing sunglasses.
