The language and tone are of its time (post-WWI) so the narrator may sound patronizing and condescending to those who have not read a lot of "popular" or "Mass Market" works for children of that era.
I have no other Welsh folklore to compare these tales against. I cannot judge whether it is an affectation of the author to include seemingly unrelated matters or if Welsh tales always go down rabbit holes.
