If the rule set of NATO has historically been characterized as "keep the Americans in, keep the Germans down, and keep the Russians out," then the American rule set for the Middle East over the past three decades could be described as "keep the Israelis strong, keep the House of Saud safe, and keep the fundamentalist radicals down."
