Very slow going. A lot of fanciful political philosophy. Author should have paid more attention to his muddled plot.

More political and economic theory than plot. I still don't know what the main characters actually do. Apparently they work and work for the government, but doing what? If they are supposed to be spies of some sort, they don't do much of it. They hold a lot of meetings. Heck, the whole country holds meeting after meeting about everything and nothing.

Still dull and the more I read, the murkier gets the plot. Not sure I'm going to finish this one.
