So far Kobato has the same functionality as Sakura from Tsubasa, right down to her defense mechanism being "cuteness" and having no other real fighting skills. This makes sense, as I've been calling the series "Tsubasa-lite" for all their similarities. The only difference between Sakura and Kobato seems to be their luck. Sakura has all of the luck, while Kobato appears to have negative luck.
