This is kinda boring for an evil campaign, and I'm not sure the rebellion system really makes much sense. They are trying to quash the uprising, but everything they do increases rebellion points?

Love the idea of an evil campaign. Would def tweak the intro though, since as written it goes against the lawful notion of the campaign. Not sure why they have the party attacking a business guarded by two goodest boy dogs to set the evil tone either. They are supposed to be "fantasy evil" not "real life cop evil," which makes shooting dogs a no-no for most folks, even in a game.
