In the words of the farmers:
CARP is a program that agitates people and creates conflicts. It is a fake program with many loopholes. There is little truth in it and not all farmers or workers can avail of it. The government reinforces people’s hopes to gain land but cannot meet their expectations. This has hurt the lives of thousands of farmers and farmworkers.

"Not long after the removal of Marcos, it became evident that there was no significant positive change or impact on the lives of marginalized communities in Negros. In fact, the situation in Southern Negros worsened as the military gained legitimacy under the Cory regime, which was increasingly hostaged by the military who attempted a series of coup d'etats." - Manny Yap, PDG
