I figured Stephen jumped all over it after some of the comments. I can't recall exactly what Marcus said that had Stephen looking at him speculatively early on, but when Bella said spy business wasn't the reason for his rejection... Stephen leapt into action, I'd guess. You can't keep a secret from a spy once they know the secret exists.
