Wait, when did she run outside? When was she outside? If the rebels were just taking stuff, why was she running? I'm so confused

I'm getting really annoyed by the lack of reality when dealing with the rebels. Why are they just hiding? And have none of the guards caught any of the rebels? If they have (which was alluded to in the first book) why have they not been interrogated to see what they want? And guns "pop", what they hell? Are they toy guns?
