I read two chapters and it took me what felt like a hundred thousand years. Super dry and keeps fluctuating between obvious stuff (like the definition of “content”) and then being so vague and lofty most of my annotations so far just say “wtf.” Lots of pages with bulleted lists on how the framework benefits the district. Snore.
