I've made it this far, but this is not good. Lots of detailed history about Davenport, Iowa, but just constant repetition of the same facts regarding the murders. Though told from two POVs, none of the voices are distinct. Can't tell one from the other. Lots of historical name dropping without any real detecting. Author should maybe stick to scraping the Internet for nonfiction and forget fiction.

"To die for" is late 20th century idiom. Any sense of 1906 setting has been utterly and completely destroyed. Epic fail.

Oh, and "panties" in first mentioned in 1908. If you are going to write historical fiction, even just a cozy murder mystery, do some research, please. It was nice to see Fergus Hume mentioned, but it takes more than that.
