I wonder if it is just that he may be disappointed with the change in the definition of "nationalism" especially in the West. The nationalism he describes is one that is older and traditional, less the national chauvinism associated with modern nationalism.

Some Republicans (capital R, American party) have, in contemporary politics, found themselves disappointed with the current state of the Republican Party, as they feel it no longer follows the (older, traditional) ideals of republicanism (small R). (1/2)
