The New Covenant is an "effectual" covenant in that all of its members immediately possess the blessings of the covenant. Therefore, there are no "internal" and "external" members as paedobaptists put forth. The only true members of the New Covenant are believers who, as members, have the law of God written on their hearts and minds, have the forgiveness of sin, and know God.

Malone believes that circumcision was the sign of entrance into the Abrahamic Covenant and the seal of Abraham's personal faith (cf. Rom. 4:11) while regeneration is the seal of entrance into the New Covenant and the sign of this entrance is baptism.
