Scripture is clear that salvation is not for everyone so does this mean that the work of the cross was not sufficient? No. It was sufficient and served its purpose for those that it was meant for. "sufficient for the world; efficient for the elect only." It's easy to think that this contradicts what the most famous Bible verse states: For God so loved the WORLD... This does not mean literally every single person but that salvation is available for every types of person regardless of race, gender, etc. In other words, it represents all humanity like how at the Olympics the whole world is represented (not every single person in the world).
