Born in 1947, Tapan Bandyopadhyay, saw the light of this world as a refugee from the then East Bengal, was brought up in a small hut on the bank of Ichhamati river and after completing the school studies, he came to Calcutta to study in the college and the university, earned a first class degree in Pure Mathematics.

He then acted as a teacher in a higher secondary school for seven months, and then joined in nationalised bank as a clerk. After serving there for two years, he joined the state service in 1972 and retired in June 2007 as Special Secretary & ex-officio Director of Culture, Govt of West Bengal.
