Break the Bastion by Christopher Rankin

Global climate change has raised the sea level hundreds of feet and the only barrier against the monstrous ocean is a four-thousand-foot wall, known as The Bastion. Morgan Battle lives at the base of the Bastion and has been chosen by its creator for a very secret, very special experiment.
