My background as a newspaper journalist taught me that writing is a discipline, like going to the gym. You set a time. You sit down and you do it. If you're feeling stuck, you just start writing anything (source of the term "shitty first draft"), to grease the creative wheels. Eventually you'll get on to what you need to write and the other will fall away during editing/rewrite.
