It depends on the book. Some of my books are set in real places, like Norway or Romania, so I look up historic names. Some of them are imaginary worlds, and then I just go with names I like, or names that feel right. Sometimes the names have deeper meanings, too. Like I will look up German or Norwegian names and choose one that goes along with the character's personality.
