The answer to this question changes as I read more books. For a few years, however, I've been pretty enamored with Gabby and Clay from Melissa Haag's YA Paranormal series JUDGEMENT OF THE SIX. She's working on the final book in the series now, and I know I'll be sad to see their story finished.
Why are they my favorite? Because they are completely an odd couple, yet totally devoted to each other. Gabby is still too young to commit, she thinks, and she wants to finish her college education, live a "human" life. All this mess with werewolf pairs and the Judgements is really messing with her well-laid plans.
Part of their appeal is that they both come from sad upbringings, but they've become strong, independent people anyway. I love characters who overcome a difficult past and forge ahead like they have as much right to be happy and successful as the next person. And, Clay is the epitome of the strong, silent type (annoying when you're a talker like Gabby or me, but appealing at the same time).
