Couple things I’ve come to the conclusion of:

Scythe Goddard is like a boss/someone in management of your company who has clearly never been told no his entire life. And now he dresses in bright colours and jewels because it distracts from how shitty he is underneath it all and behind all the long winded monologues to a simple yes/no question. Not a good person. A lot of talk about how he can make things better. Only follow through is literally doing opposite.
