Just starting, and it looks intriguing but it’s clear that although “rights” is the subject matter of the book, he’s not saying what his definition is of the term. Arggghhh. People use the term ‘rights’ in many different ways, see the long and complex entries in Wikipedia and in the SEP. Yet he seems to refer to a huge variety of rights interchangeably.
