“Which of these systems is likely to be more efficient depends mainly on under which of them we can expect that fuller use will be made of the existing knowledge. And this, in turn, depends on whether we are more likely to succeed in putting at the disposal of a single central authority all the knowledge which ought to be used but which is initially dispersed among many different individuals” Kant'll be pleased.

Valuing the real-life-stick-to-circumstance working and first-hand experience over theoretical abstract knowledge is very very very un-elite and a tip of the hat to the meritocratic system. Yet, it indeed can be an intellectual coverup for the status quo since those with unique knowledge/resources are not always a result of meritocracy and can also, even if they are, corrupt it by making their knowledge a privilege.
