Hi, my name is Cintia and I'm from Argentina. Being a writer is what I want the most in this world, nothing makes me happier than writing, but I'm more and more frustrated with each passing day, because I've been blocked for 3 years. And it is not that I have an unfinished story. I have NOTHING AT ALL. A blank page in front of me, that only makes me sadder... Is there a way to overcome this? How do you handle it?

In the first part of your question you state nothing makes you happier than writing. In the last part you say you have nothing written at all, only a blank page???? So you are not writing. Something is not right here and I think you know what I mean.
The first rule of writing is to write.
Pick up a pen and paper and start writing anything that comes to mind...the color of the sky, how you are feeling...anything. The easiest writing to begin with is your own life because you know it, so go back as far as you can remember and start writing about your life, the people in it, how you perceived them, how you think they perceived you, and so on. Unless you were raised in a bare room with blank walls and no one around, believe me, you have good fodder.
If you are really serious about being a writer, you must learn the craft. There are many online craft courses you can take. You must read as much as you write - in the genre you are interested in and others.
Three books I would recommend are Stephen King's On Writing, Anne Lamott's Bird By Bird, and Debra Dixon's Goals Motivation and Conflict.(less)
